This Technical Bulletin gives a number of recommendations and considers the cases of full and empty cylinders. This Bulletin is intended for those personnel who are involved in operations that either cool or heat cylinders.

EIGA has compiled this technical bulletin to provide information to plant managers, directors, technical directors and environmental specialists in EIGA member companies, on the provisions concerning a baseline report, which have been introduced by the Industrial Emissions Directive (IED). On 17th December 2010, the European Commission published the IED. This Directive is the basis of a common system of environmental operating permits and supervision by the competent authorities for pollutant emissions from industrial installations. The IED came into force on 6th January 2011 and had to be implemented in Member States by 7th January 2013. Provisions on the baseline report are included in Article 22 of the IED. The baseline report must contain the information necessary to determine the state of soil and groundwater contamination so as to make a quantified comparison with the state upon definitive cessation of activities. The European Commission has produced guidance concerning baseline reports to clarify the IED requirements.

This technical bulletin highlights the main aspects that have to be considered prior to deciding whether or not to use pressure relief devices. This technical bulletin is intended to be used by those involved in the design and operation of bulk gaseous trailers using composite cylinders.

This Technical Bulletin covers the reasons in detail, and they are summarised as follows: - Aluminium alloy cylinders are not sensitive to low temperatures (cold embrittlement) and should not have to bear the”-40 °C” mark. - EN/ISO standards for seamless steel cylinders require good Charpy V values at -50 °C and the cylinders shall be stamped with the manufacturing standard.

EIGA has compiled this Technical Bulletin to give information to EIGA members, on the legal requirements and best practices for energy efficiency in order to comply and reduce energy consumption and energy wastage. Energy efficiency is one of the main targets of emissions trading schemes. Reducing energy intensity not only improves the competitiveness of the economy, it is a very effective way for ensuring reliable energy supplies and promoting market development of highly energy-efficient technologies. Therefore energy is a priority issue within the European Union which has developed a common energy and climate policy. EIGA member companies should make sure that they comply with all regulatory demands on energy efficiency, including the requirement for energy audit under EED which must be completed before 5th December 2015 and should consider best practice techniques to improve and manage energy efficiency.
