The objective of the publication is to help EIGA members and their customers in their dealings with authorities in order to obtain permits for the safe storage and use of toxic gases in transportable containers, in particular in countries where “harm” and “no harm” effect distances are not defined in standards or regulations. The publication defines “harm” and “no harm” distances for most common toxic gases in most common containers and for different weather conditions.

This publication describes the best practices for the safe transfer and use of toxic liquefied gases in transportable gas containers; in particular the filling of small containers (cylinders) with toxic liquefied gases from large containers (ISO-containers and pressure drums). Where an organisation has a process safety management system or an integrated management system incorporating health, safety and environmental and process safety management they should carry out a gap assessment versus the requirements of each element in order to identify any aspects of the system that need to be enhanced.
