Oxygen pipeline systems developed over many decades in the various countries of Europe, North America, and in other geographies have shown good and comparable safety records, although company practices show many differences in design and operations. Some national authorities have also introduced legislation that is mandatory for the operators in those countries. The purpose of this publication is to further the understanding of those engaged in the safe design, operation, and maintenance of gaseous oxygen transmission and distribution systems. It is not intended to be a mandatory standard or code.

Oxygen compression represents a special risk in that the compressor can burn violently. This publication defines design and operating parameters for reciprocating oxygen compressors. Compliance with this publication will reduce the likelihood of, and the hazards arising from, a fire in a compressor. This publication applies to conventional ringed and labyrinth compressors in any geometric configuration having a crosshead and distance piece. The publication is intended to be used by those who specify, operate and maintain reciprocating oxygen compressors.

This EIGA publication is intended as guidance for companies directly associated with the installation of liquid hydrogen storage at the user's premises and the distribution of liquid hydrogen by road, rail and sea. This publication applies to the layout, design and operation of fixed storages and the transportation of liquid hydrogen in bulk form by tankers or tank containers, by road, sea and rail, to fixed storages at user's premises. Portable containers, such as pallet tanks and liquid cylinders, are excluded from the scope of this publication.

This publication sets out the standards for the safe treatment or disposal of acetylene cylinders and reflects the priority that EIGA gives to the protection of people and the environment. The publication determines the standards to be achieved and describes methods by which these can be achieved. Methods should only be adopted where an equivalence of safety can be demonstrated.

Doc 04 sets out essential information necessary and the relevant protective measures that should be taken to prevent fire hazards resulting from handling oxygen. An appendix provides a summary of the information in the publication that can be reproduced as a pamphlet to be handed to those involved in daily operations involving oxygen or be used as a supplement to safety presentations. A second appendix lists some incidents that have taken place in recent years and can be used as examples underlining the hazards of oxygen and oxygen-enriched atmospheres.

The EU-27 industrial gases (IG) sector (NACE 20.11) which covers the outsourced supply side of industrial gases, generated €21.2bn in revenue and €7.9bn in value added and directly employed c.40,100 people in 2024. Although modest in size relative to total manufacturing, upstream and induced linkages expand the footprint to €51.2bn in revenue, €21.0bn in value added and c.190,200 jobs in 2024. Industrial gases producers purchase a wide range of inputs (beyond electricity), and these flows propagate along EU value chains. This study assesses level-playing field issues in the context of carbon-leakage protection. This has two dimensions: externally, it concerns the position of EU industries vis-à-vis non-EU competitors; internally, it concerns competitive neutrality within the EU – here, in particular, between insourced and outsourced IG production.

EIGA urges the EU Commission to take this finding into account also in the context of the 2025 update of the ETS State Aid guidelines and consider extending indirect emission cost compensation to the entire industrial gas sector.

EIGA and 16 other associations representing the whole energy value chain are calling on the Commission to 𝗲𝗻𝘀𝘂𝗿𝗲 𝘁𝗵𝗮𝘁 𝘁𝗵𝗶𝘀 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻 𝗲𝗻𝗮𝗯𝗹𝗲𝘀 𝘁𝗵𝗲 𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗶𝗺𝗽𝗼𝗿𝘁 𝗼𝗳 𝗮𝗹𝗹 𝘁𝘆𝗽𝗲𝘀 𝗼𝗳 𝗹𝗼𝘄-𝗰𝗮𝗿𝗯𝗼𝗻 𝗵𝘆𝗱𝗿𝗼𝗴𝗲𝗻, and 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘀𝗲𝘀 𝘄𝗵𝗲𝗻 𝗽𝗿𝗼𝗱𝘂𝗰𝗲𝗿𝘀 𝗰𝗮𝗻 𝗮𝗰𝗵𝗶𝗲𝘃𝗲 𝗯𝗲𝘁𝘁𝗲𝗿 𝗲𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲. This is critical for supporting the scaleup of the hydrogen market in Europe, which already faces major challenges that undermine the EU's ability to meet its climate objectives.
