The European Union is developing a regulatory framework to support the growth of carbon capture and storage (CCS) and to achieve its climate objectives. Drawing on decades of experience in capturing, conditioning, transporting and supplying CO₂, EIGA presents recommendations for a market framework that enables investment, accelerates infrastructure deployment and maintains the highest standards of safety and interoperability.
This paper outlines EIGA's views on the key building blocks of a future European CO₂ transport and storage market, including network planning, permitting, cross-border transport, CO₂ quality standards, access conditions, infrastructure financing and certification. EIGA supports the creation of a robust CCS market while cautioning against unnecessary regulation of the existing merchant CO₂ market, which already operates effectively. The goal should be a credible, investable and integrated European CCS ecosystem that facilitates decarbonisation, promotes cross-border cooperation and provides clear signals for long-term investment.
