EU Commission’s 2026 Work Programme: Key Takeaways for the Industrial Gases Sector

The European Commission has published its 2026 Work Programme, outlining strategic priorities for Europe’s industry, energy, and sustainability agenda. Several initiatives are directly relevant to the industrial gases sector, presenting both opportunities and challenges for EIGA members.

Supporting Industrial Competitiveness and Innovation

The Commission reaffirms its commitment to strengthening Europe’s industrial base. The programme proposes the creation of a Critical Raw Materials Centre to monitor, jointly purchase, and stockpile essential minerals. This initiative is expected to benefit sectors reliant on secure and affordable access to raw materials, including industrial gases producers and users.

Accelerating Clean Tech and Alternative Fuels

A strong emphasis is placed on clean technologies and the transition to sustainable energy. The Commission will advance the Energy Union by upgrading grids, removing bottlenecks, and boosting electrification. For the industrial gases sector, this might mean increased demand for gases such as hydrogen and oxygen, which are vital for energy storage, grid balancing, and decarbonisation technologies.
The programme also highlights the need to improve the supply of sustainable alternative fuels for shipping and aviation. Industrial gases, particularly hydrogen and synthetic fuels, are positioned as key enablers in these sectors’ transformation.

Circular Economy and Regulatory Simplification

The upcoming Circular Economy Act aims to foster demand and supply of circular products and reduce dependencies on critical resources. Industrial gases play a crucial role in recycling, waste management, and enabling circular processes in manufacturing.
The Commission also pledges to simplify regulations across key areas, including energy product legislation, medical devices, and food safety. This could reduce administrative burdens for industrial gases companies, especially SMEs, and facilitate innovation.

Research, Skills, and the Future Workforce

The European Innovation Act and initiatives to boost skills and labour mobility will support R&D and workforce development in the industrial gases sector, particularly as new technologies and applications emerge.
